(Reuters) - A measure to repeal Michigan's controversial emergency manager law should be placed on the November 6 ballot, the state supreme court ruled on Friday.

The controversial 2011 law boosted Michigan's ability to intervene in fiscally troubled local governments and gave state-appointed emergency managers enhanced powers to run those governments.

Great Lakes Trout Serve as Barometer for Global Pollutants

When one thinks of iconic fish, Lake Ontario?s lake trout probably don?t come to mind.

They don?t have the spear of a marlin or the taste of a tuna. There are no singing, dancing lake trout hanging on cabin walls. Great Lakes anglers often catch them while targeting the more popular chinook and coho salmon.

But the white-bellied natives of these deep, cold transnational waters have a unique reputation ? one considerably nobler than taking bait or adorning plates: They are a barometer for global pollutants.

For almost 50 years, whenever chemicals have shown up in the lake trout of Lake Ontario, they also have contaminated animals and people throughout the Great Lakes and farther north, in the Arctic.

Its role as a toxic harbinger, begun in the late 1960s, continues as researchers recently discovered another unfamiliar flame retardant ? Dechlorane 602 ? in the trout and in the Canadian Arctic?s beluga whales. This study, the first to detect dechlorane compounds in Arctic wildlife, shows that Dechlorane 602 is persistent in the environment, migrates long distances and accumulates in the food web.

Levels of the compound were higher in Lake Ontario?s lake trout than in beluga whales, according to Eric Reiner, lead study author and scientist at the Ontario Ministry of the Environment. But finding a relatively unknown compound in the whales is of concern because little is known about its possible health effects and belugas are a traditional food source of the Inuit.

It?s yet another suggestion that what happens in the Great Lakes doesn?t stay in the Great Lakes.

Many contaminants hitchhike to the Arctic on northbound winds and currents flowing from lower latitudes in Asia, Europe and North America. Lake Ontario spills into the Atlantic Ocean via the St. Lawrence Seaway. Transport times in the atmosphere are short, so regions like the Hudson Bay could receive contaminants from the Great Lakes within two or three days, said Derek Muir, a senior research scientist with Environment Canada.

Just because the compounds are found in both regions doesn?t necessarily mean the chemicals in the Arctic are from Lake Ontario. ?The Great Lakes are important, but not the sole source,? Muir said. Past studies show that a lot of the contaminants in the high Arctic are from Asia, he said.

Known for their light-colored spots and deeply forked tail, lake trout are the most frequently tested Great Lakes fish, chosen because they would be among the most contaminated creatures.

?Lake trout are often used as they are known as apex species,? Reiner said. ?They are at the top of the aquatic food web and concentrations of bioaccumulative compounds tend to be highest in such species.? Each step up the food web, contaminants taken in by an animal can magnify by twentyfold or more. That means a top predator fish like a lake trout can carry a chemical load hundreds of times higher than a tiny bottom organism has taken in.

If an industrial chemical or a pesticide is found in Lake Ontario?s trout, this typically is a warning sign for scientists and policymakers: It likely means the compound is slow to break down, is accumulating in top predators and is moving globally. Those three factors can turn a pollutant into an international environmental problem on the scale of DDT and PCBs.

Discovery of the little-known flame retardant Dechlorane 602 is the latest example of lake trout, Salvelinus namaycush, serving as a glimpse into the future.

In the late 1960s, it was reported that the pesticide DDT was hurting lake trout reproduction in Lake Ontario and throughout the Great Lakes. Not long after, industrial compounds called polychlorinated biphenyls or PCBs were found to be contaminating lake trout populations as well.

(AP) ? A judge said Thursday that he believed Drew Peterson could receive a fair trial in his murder case, but not before chiding prosecutors for entering inadmissible evidence and criticizing them in front of jurors.

Testimony resumed with several paramedics and a locksmith shortly after the resolution of the in-court legal drama, which came close to ending the high-profile trial before it had barely begun.

Peterson, 58, is charged with first-degree murder in the 2004 death of his third wife, Kathleen Savio, whose body was found in a dry bathtub. He also is a suspect in the 2007 disappearance of his fourth wife, Stacy Peterson, but has never been charged in her case.

Judge Edward Burmila on Thursday morning instructed jurors about the testimony that prompted the impasse the day before ? a witness who told them that he found a bullet in his driveway and believed Peterson put it there to intimidate him.

In unusually blunt judicial language, he told the jurors that a prosecutor had asked a question Wednesday "she knew would elicit an inadmissible response" from the witness, Thomas Pontarelli, a former neighbor of Savio's.

Peterson's attorneys seemed pleased by the judge's rebuke.

"It says they did something they shouldn't do ... and got spanked," Steve Greenberg said to reporters later.

At the end of the day, Will County State's Attorney James Glasgow denied that the near-mistrial made his office look bad.

"The reputation of our office, I'll put against any state's attorney's office in the state of Illinois," he said. Later in the day, he also told reporters the Peterson case is uniquely complex and that the judge is right to be cautious.

The saga has been beset by problems from the outset, starting with a botched initial investigation that left prosecutors with no physical evidence. Savio's cause of death wasn't reclassified from an accident to a homicide until her body was exhumed in 2007.

Prosecutors have also been forced to rely heavily on normally prohibited hearsay, making it, in Glasgow's own words Thursday, the first case of its kind in Illinois.

The lack of evidence, Peterson's attorneys argued, is why prosecutors knowingly tried to get inadmissible evidence before the jury. The effort to work in testimony that Peterson was feared by neighbors, they say, is a backhanded way of trying to prove he committed murder.

With Thursday morning's drama concluded, paramedics took the stand over the next several hours to testify about being called to Savio's house on the night her body was found ? on March 1, 2004.

Prosecutors, who contend Peterson staged the scene in the bathroom to make it look like an accidental death, walked paramedic Louis Oleszkiewicz through what he saw that night.

"This towel ? right there ? was not there that evening," he said, as he looked at a photograph of the bathroom taken by investigators after paramedics left. Prosecutors have suggested Peterson put the towel there to make it look like Savio had been taking a bath.

A locksmith who opened the door of Savio's home that night at Drew Peterson's request also took the stand.

Robert Akin, Jr., said he left the scene after he heard a scream ? which was the sound of a neighbor who had just discovered Savio's body inside.

"I got the heck out of Dodge," he said, his language prompting laughter in court. "I just sorta figured ? it wasn't good. ... You don't want the locksmith around, trust me."

Peterson, who was a police officer in the Chicago suburb of Bolingbrook, has pleaded not guilty. He also has said he wasn't responsible for his fourth wife's disappearance.

At the end of Thursday, defense attorneys ? all in sunglasses ? exuded confidence as they faced TV cameras and spoke about their battle with the prosecutors.

"They haven't laid a glove on us yet," said lead defense attorney Joel Brodsky.

LOS ANGELES (CBS) ? Using the prostate-specific antigen (PSA) to screen for prostate cancer has remained controversial among some patients. Now a new study says more men could possibly develop advanced cases of cancer if doctors did away with the blood test.

PSA is a protein produced by the cells of the prostate in which higher levesl can be an indicator of cancer.

?If we stop screening, and if we stop treating those cancers we feel are a threat to men, then what this study says is we?re going to three times the likelihood that men will develop metastatic prostate cancer,? Dr. Herbert Lepor of NYU?s Langone Medical Center.

The study was published in the Journal of Cancer and it comapared data from the 1980?s when there was no routine testing to recent yearrs of widespread testing. Researchers found PSA and early detection could help prevent the spread of cancer to other parts of the body in up to 17,000 men.

A federal task force recently recommended against routine PSA tests saying there is little to no benefit to them and that the screening leads to more tests and treatment that can be unnecessary and harmful.
