Japan emperor has successful heart surgery

Japan's Emperor Akihito underwent on Saturday a successful heart bypass operation and doctors said they hoped he would be able to resume the normal lifestyle he wished for.

Akihito, 78, has been receiving treatment for heart problems for the past year and doctors decided last week that he needed a coronary bypass operation.

Akihito ascended to the throne after the death of his father, Hirohito, in 1989. He has spent much of the past two decades working to heal the wounds of a war waged across Asia in his father's name and helped bring the monarchy closer to ordinary citizens.

"As far as operations go, it probably could not have proceeded any better," Minoru Ono, one of the doctors at the University of Tokyo Hospital who performed the four-hour operation, told reporters.

The doctors said they would keep a close watch on the emperor's conditions until he is deemed fit to leave hospital.

"The operation's success will be measured by whether the emperor can regain the normal lifestyle he had wished for. We are looking forward to that day, but until then, we'll use the word success sparingly," said Juntendo University's Atsushi Amano, another surgeon who operated on the emperor.

Akihito checked into hospital on Friday and is expected to remain there for about two weeks for rehabilitation, they said.

Akihito had surgery for prostate cancer in 2003 and suffered stress-related health issues in late 2008. The following year, the royal agency said he would cut back on official duties such as speeches and meeting foreign dignitaries.

The latest surgery could prompt the royal agency to further limit the emperor's activities.

"Considering the fact that the emperor will not be getting any younger, we will continue to review the amount of duties he performs," said Ichiro Kanazawa, the Imperial Household Agency's medical supervisor.

Save for rare occasions, the Japanese imperial family is spared the intense public attention or media scrutiny that Britain's royals get.

But it serves as a comforting link with tradition at times of distress.

Five days after a devastating earthquake and tsunami struck northeastern Japan on March 11, Akihito made a rare public televised address and in April traveled to the disaster area with Empress Michiko.

Akihito's hospital stay last year gave Japan a rare opportunity to see his heir Crown Prince Naruhito, 51, step in for his father and perform public duties.

While Akihito's reign was defined by his reconciliation efforts, it is less clear what role the scholarly Naruhito may play, though royal commentators expect him to continue his father's efforts to reach out to ordinary citizens.

States attack 'Obamacare' with birth control bills

(AP) ? Republican lawmakers in a handful of states are opening another front in the war against President Obama's health care overhaul, seizing on the hot-button issue of birth control with bills that would allow insurance companies to ignore new federal rules requiring them to cover contraception.

Measures introduced recently in Idaho, Missouri and Arizona would go beyond religious nonprofits and expand exemptions to secular insurers or businesses that object to covering contraception, abortion and sterilization.

"In its present state, the health care bill is an affront to my religious freedoms," said Idaho Republican Rep. Carlos Bilbao, who is sponsoring the bill.

The ACLU counters, saying such bills discriminate against women.

"Each time more entities are allowed to deny contraceptive coverage, the religious beliefs of some are imposed on others, and gender equality is undermined," said Monica Hopkins, the ACLU's Idaho director.

The bills echo a separate proposal in Congress sponsored by Missouri Republican Sen. Roy Blunt, allowing insurance plans to opt out of the requirement on contraception coverage if they have moral objections.

The measures are a direct challenge to a recent Obama administration decision that seeks to guarantee employees of religion-affiliated institutions reproductive health coverage, which includes contraception.

The controversy erupted nationally this year when the U.S. Conference of Catholic Bishops and other religious groups protested a new Patient Protection and Affordable Care Act rule that required church-affiliated universities, hospitals and nonprofits to include birth control without co-pays or premiums in their insurance plans.

Their opposition led Obama to modify the rule with changes that shift the burden from religious organizations to insurance companies, a solution that did little to satisfy the opposition and led to the statehouse challenges.

The bills, proposed by Republican lawmakers in conservative states, stand fair chances of passing.

As the issue shifts battlefields from Washington D.C. to state capitols, it offers conservative lawmakers an opportunity to make it more difficult to obtain contraceptives they oppose on moral grounds.

Also, it provides another opportunity for opponents of "Obamacare" to renew the fight they see as a test of states' rights.

Idaho was the first state to pass a law requiring its attorney general to sue over the 2010 Patient Protection and Affordable Care Act. Arizona also joined the 27-state constitutional challenge that's pending in the U.S. Supreme Court.

In Missouri, some Republican officials have filed a lawsuit separately.

Americans "confront unprecedented government threats to their religious freedom, in particular from the federal government's newly enacted mandates relating to health insurance," said Gary McCaleb, a lawyer from the Alliance Defense Fund, an Arizona-based Christian nonprofit.

Planned Parenthood opposes the measures, arguing that they seek to meddle in essential women's health care that's helped reduce infant and maternal mortality.

"We're going to work to make sure women have access to this benefit no matter where they work," said Rachel Sussman, a Planned Parenthood senior policy analyst. "Only a few states are moving forward with this, and we think they're going to soon find out it's bad politics ... and it's bad health care."

Sussman said it's too early to say whether her group would file a legal challenge to these measures, should they pass, because they conflict with a federal law.

Ron Johnson, executive director of Catholic Charities Conference in Arizona, said at a hearing recently that passing the state law would give Arizona standing to sue the federal government over the regulation.

But constitutional scholar David Gray Adler, who directs the University of Idaho's McClure Center for Public Policy Research, says that should the measures pass, states will likely struggle to assert their laws over the federal rule.

"If the federal program provides that women can have access to contraceptives through insurance programs, states will be required to uphold the federal law. That's the implication of the supremacy clause ? federal laws trump state laws."

The U.S. Justice Department could sue to block the laws should they pass, he said. "Historically, the federal government has gone to court to compel states to follow federal law."

Kayak adds TripAdvisor reviews to hotel search

A search on Kayak.com will now allow users to access TripAdvisor.com hotel reviews.

If you?re the type of traveler who searches for hotels on Kayak.com and then clicks over to TripAdvisor.com to read reviews from other travelers, the two companies would like you to stop.

Clicking from one site to the other, that is.

On Thursday, the sites unveiled a new arrangement in which the results from Kayak searches will include TripAdvisor reviews. Combining meta-search and user reviews, the companies hope to streamline the user experience and adapt to the changing landscape of online travel.

?We?re very comprehensive in search, but TripAdvisor has great content that people find very valuable,? said Robert Birge, Kayak?s chief marketing officer. ?This is just one more thing to add into the mix to help people find the right hotel for them.?

Under the new arrangement, TripAdvisor content will be another filter that people can toggle on or off. The results can also be ordered according to their TripAdvisor ranking, which brings up the review site?s familiar, five-category (Excellent to Terrible) bar charts.

The announcement is among Kayak?s ongoing efforts to augment its meta-search offerings. In October, the site added reviews from Frommer?s and Budget Travel, which can also be toggled on or off based on users? preferences.

?Some people don?t like user reviews,? said Birge. ?We?re giving people the choice depending on what kind of content they want to read.?

Kayak, of course, is not the first website to incorporate TripAdvisor ratings. Spun off from Expedia.com in December, the site's reviews appear on the websites of more than 250 companies, including hotels, airlines and online travel agencies.

But the move can also be seen as the latest skirmish in a battle that pits Kayak and TripAdvisor against Google, which has clearly set its sights on online travel with a series of acquisitions (ITA Software, Zagat) and new products, including Google Flights and Google Hotel Finder.

?There?s still a large percentage of travelers who haven?t heard of Kayak,? said Norm Rose, president of Travel Tech Consulting Inc. ?Brand recognition is a challenge that they constantly face.?

Integrating TripAdvisor?s 60 million reviews may be a powerful tool in that regard. Consider a recent search for the EPIC Hotel in Miami. Pre-integration, Kayak had all of 10 reviews; TripAdvisor, 928.

That kind of volume carries a lot of weight, says Ryan Williams, director of client services, travel, for Compete, a ?digital intelligence? company. ?If TripAdvisor can help consumers trust [Kayak?s] content, then why wouldn?t they use it?? he said. ?It?s just one more reason to use Kayak as your search engine.?

Of course, it should come as no surprise that Google is also incorporating reviews into Hotel Finder, although on a much smaller scale. Previously aggregating reviews from across the web ? including those from TripAdvisor until they were pulled last summer ? the site now only includes reviews from users with Google accounts. (There are currently 16 such reviews for the EPIC Hotel.)

?Reviews are also part of what Google is about now so there?ll be a natural competition there,? said Rose.

?It?s a fight over the online travel pie, which is only growing very slowly,? said Williams. ?It might take two or three big, known brands to work together to change the landscape, improve the experience and actually grow the pie.?

In part one and two we looked at the initiatives taken by the Minister in order to increase the revenue base,in this part we will look at the fiscal policy and how it is important to the nation?s economic management.

Fiscal Policy

One of the core responsibilities of the Ministry of finance is to set and implement the national fiscal policy of the nation. Let alone setting and implementing the required fiscal policy of the nation he closed the fiscal policy unit funded and established by UNDP.

Thus, for example, a government budget that is balanced over the course of the business cycle is considered to represent a neutral fiscal policy stance.

Methods of funding
Governments spend money on a wide variety of things, from the military and police to services like education and healthcare, as well as transfer payments such as welfare benefits. This expenditure can be funded in a number of different ways:

? Seigniorage, the benefit from printing money
? Borrowing money from the population or from abroad
? Consumption of fiscal reserves.

Then the question is what this office has produced and annoyed the minister. The office has produced the following public finance laws as part of the public finance reform (PFM) program funded by the World bank. Those laws were prepared by world class finance professionals who are fellows of the Association of Chartered Certified Accountants (ACCA) with over 15 years public finance experience and worked on various African countries?s PFM programs such as Seirolone,Liberia,Kenya,Uganda,Rwanda etc.

The public finance laws prepared by the above team includes amonge others:

1. Audit act :For the office of the auditor general.
2. Budget act :For the Ministry of finance.
3. Procurement act :For the National tender board.
4. Revenue act :For the Ministery of finance.
5. Public finance and accountability act : For the office of the accountant general.
6. Custom?s act : For the Ministry of finance custom?

The way the Minister received the delegation from the World bank led by the East African Public Financial Management Cluster team leader was a shame on the Somaliland government. That morning in his office,as soon as the team sat on the chairs,he shouted to the delegation leave my office and I do not want this reform program. Imagine the damaging effect and reputation risk this would have on Somaliland as far as Somaliland?s standing at international institutions is concerned.

It is worth mentioning that the World bank has shifted part of the program initially intended for Somaliland to the Republic of South Suden costing millions of dollars as a result of the Ministry?s lack of cooperation and diplomatic courtesy.

Further,the fiscal policy unit was supporting the Ministry in economic statics such as the collection of data regarding government revenue,expenditure and debt .

Instead of appreciating and welcoming UNDP?s institutional building program which used to fund the fiscal policy unit,he overtook the unit?s office and it?s staff and used for a purpose different for the one UNDP established for this office. As a result of this UNDP has suspended the salary for upto 20 staff members who are finance graduates and received extra public finance training provided by UNDP.

Israel blames Iran after attacks on embassy staff (Reuters)

JERUSALEM (Reuters) ? Israel accused arch-enemies Iran and its Lebanese ally Hezbollah of being behind twin bomb attacks that targeted Israeli embassy staff in India and Georgia Monday, wounding four people.

Tehran denied involvement in the attacks, which amplified tensions between two countries already at loggerheads over Iran's nuclear program, and accused Israel of carrying out the attacks itself. Hezbollah made no comment.

In the Indian capital New Delhi, a bomb wrecked a car taking an Israeli embassy official to pick up her children from school, police said. The woman needed surgery to remove shrapnel but her life was not in danger.

Her driver and two passers-by suffered lesser injuries.

Israeli officials said an attempt to bomb an embassy car in the Georgian capital Tbilisi failed, and the device was defused.

Israel had put its foreign missions on high alert ahead of the fourth anniversary this past Sunday of the assassination in Syria of the military mastermind of Hezbollah, Imad Moughniyeh - an attack widely assumed to be the work of Israeli agents.

Israel is believed to be locked in a wider covert war with Iran, whose nuclear program has been beset by apparent sabotage, including the unclaimed killings of several Iranian nuclear scientists, most recently in January.

Prime Minister Benjamin Netanyahu blamed both Iran and Hezbollah, accusing them of responsibility for a string of recent attempted attacks on Israeli interests in countries as far apart as Thailand and Azerbaijan.

"Iran and its proxy Hezbollah are behind each of these attacks," said Netanyahu, who dismisses Iran denials that it is trying to develop a nuclear weapon. "We will continue to take strong and systematic, yet patient, action against the international terrorism that originates in Iran."

Iranian Foreign Ministry spokesman Ramin Mehmanparast rejected Netanyahu's accusation, saying it was Israel that had carried out the attacks as part of its psychological warfare against Iran.

"It seems that these suspicious incidents are designed by the Zionist regime and carried out with the aim of harming Iran's reputation," the official news agency IRNA quoted Mehmanparast as saying.

Israeli officials have long made veiled threats to retaliate against Lebanon for any Hezbollah attack on their interests abroad, arguing that as the Islamist group sits in government in Beirut, its actions reflect national policy.

MOTORCYCLE ATTACK

The New Delhi blast took place some 500 meters (yards) from the official residence of Indian Prime Minister Manmohan Singh.

B.K. Gupta, the New Delhi police commissioner, said a witness had seen a motorcyclist stick a device to the back of the car, which had diplomatic registration plates.

"The eyewitness ... says it (was) some kind of magnetic device. As soon as the motorcycle moved away a good distance from the car, the car blew up and it caught fire," said Gupta.

The Iranian scientist killed in Tehran last month died in a similar such attack by a motorcyclist who attached a device to his car. No one has claimed responsibility for that, although Iran was quick to accuse agents of Israel and its U.S. ally.

Israel named the injured woman as Talya Yehoshua Koren, who worked at the embassy and was married to the defense attache.

"She was able to drag herself from the car and is now at the American hospital, where two Israeli doctors are treating her," an Israeli Defense Ministry spokesman said.

Thailand said last month its police had arrested a Lebanese man linked to Hezbollah, and that he later led them to a warehouse stocked with bomb-making materials. Also last month, authorities in Azerbaijan arrested two people suspected of plotting to attack Israel's ambassador and a local rabbi.

In a speech on January 24, Israel's military chief of staff, Lieutenant-General Benny Gantz, accused Hezbollah of trying to carry out proxy attacks while avoiding direct confrontation.

"During this period of time, when our enemies in the north avoid carrying out attacks, fearing a harsh response, we are witnesses to the ongoing attempts by Hezbollah and other hostile entities to execute vicious terror attacks at locations far away from the state of Israel," Gantz said.

"I suggest that no one test our resolve."

Israel and Hezbollah fought an inconclusive and costly war across the Lebanese border in 2006.

U.S. Secretary of State Hillary Clinton, in a statement, condemned the attacks on Israeli targets: "The scourge of terrorism is an affront to the entire international community," she said. "We stand ready to assist with any investigation."
