WASHINGTON, Sept. 25, 2012The Optical Society (OSA (www.osa.org)) announced today that it will launch a new peer-reviewed, open-access journal in partnership with the Shanghai Institute of Optics and Fine Mechanics (SIOM) and Chinese Laser Press (CLP). The journal, titled Photonics Research, is a joint publication of SIOM and OSA and is scheduled to publish its first issue in June 2013.

Photonics Research will primarily publish original research papers along with review articles. Topics will cover a broad range of optics and photonics areasfrom basic to applied research. The journal, which will be led by editor-in-chief Professor Zhiping Zhou of Peking University in China and an international editorial board, will follow a cascading peer review systema first for OSA journalswhich will benefit authors who may have submitted to another OSA journal but whose paper or topic area are more suited for this new journal.

"I am honored to be named the editor-in-chief of this new joint venture between SIOM and OSA," said Zhou. "Photonics Research provides a much-needed opportunity for the Chinese optical community to gain global exposure for their innovative research in a high-quality international journal. It also functions as a bridge to link Chinese researchers with the rest of the world, and, conversely, to advance the presence of OSA in China."

Many features of the new joint journal will mirror those of OSA's core titles and the CLP publication Chinese Optics Letters (http://www.opticsjournal.net/Journals/col.htm). The journal will be open access online, with a subscription-based print edition available in China. Published in English, it will have a bi-monthly frequency and will be highly selective. Authors will benefit from timely publication with professional composition. Articles will be accessible online via OSA's Optics InfoBase (http://www.opticsinfobase.org/), featuring the new enhanced HTML (http://www.opticsinfobase.org/fulltext) format plus article usage metrics, and on CLP's OpticsJournal.net (http://www.opticsjournal.net/) platform.

Immune system molecule affects our weight

ScienceDaily (Sep. 24, 2012) ? Researchers at the Sahlgrenska Academy, University of Gothenburg, Sweden, have identified a molecule in the immune system that could affect hunger and satiety. The researchers hope that new treatments for obesity will benefit from this finding.

Interleukin-6 is a chemical messenger in our immune system that plays an important role in fighting off infection. However, recent research has, surprisingly, shown that it can also trigger weight loss. Researchers at Sahlgrenska Academy, University of Gothenburg, have been investigating and managed to identify the specific types of brain cells that are targeted by the interleukin-6 molecule.

The results show that the cells that are affected by interleukin-6 produce substances that not only affect our sense of hunger and fullness but also control the body's ability to burn fat. "Interleukin-6 increases levels of substances in the brain that trigger weight loss, which could explain why high levels of this molecule lead to weight loss," says doctoral student Erik Sch?le, who is presenting the results in his thesis.

It is known that our normally low levels of interleukin-6 in the brain increase dramatically during an infection, typically accompanied by reduced hunger and fatigue.

"Our previous findings would indicate that interleukin-6 can play a key role in regulating the metabolism of healthy individuals too," says Erik Sch?le.

"This is clearly substantiated by our finding that mice which lack interleukin-6 get fat, and that the metabolism of rats injected with interleukin-6 directly into the brain increases."

Although it is not yet fully understood how interleukin-6 in the brain affects bodyweight, the researchers have concluded that anyone whose brain produces plenty of interleukin-6 could be protected against overweight. The thesis also shows that our gut bacteria indirectly affect the substances in the brain that regulate bodyweight.

"This is both surprising and new. It could in the long run lead to people fighting obesity by changing what they eat in line with how it affects the brain," says Erik Sch?le.

Top immigration headlines for September 2012 focused on illegal immigrants and their rights in this country. 1. DREAM Act-lite: 7 in 100 eligible illegal immigrants apply, so far

According to David Grant of the Christian Science Monitor, about 7 percent of the 1.2 million eligible immigrants have applied for the Deferred Action for Childhood Arrivals program so far. Though some consider this a low turnout, some immigration experts claim that certain factors have convinced many immigrants to wait to apply.

For example, the upcoming presidential election leaves some uncertain as to whether the program will be continued, since this depends on who wins. Also, some are uncomfortable coming forward yet and want to make sure others have success before they apply.

2. Immigrants Claim U.S. Improperly Denied Them Residency After They Spent Millions Creating Jobs

Courthouse News reported to Opposing Views that 18 immigrants are suing US Citizenship & Immigration Services for rejecting their application for residency. The immigrants, who come from 9 different countries, claim they spent $11.5 million and created almost 300 jobs for US citizens in California.

Under the EB-5 visa, they presumably followed the rules of creating at least 10 jobs and spending $500,000 in a targeted employment area, yet they were rejected. The objective of the immigrants involved in the case is to get residency for themselves and their families.

3. For immigrants, ?deferred status? still means no federal health insurance

Some supporters of Obama?s new Deferred Action for Childhood Arrivals program are disappointed with some aspects, according to Mariano Castillo of CNN. Specifically, they are upset that those eligible for deferred status cannot receive federal health insurance because they are not technically legal residents.

The Department of Health and Human Services claims the immigrants eligible for the program cannot take advantage of Medicaid or subsidies for health insurance through the Affordable Care Act. However, they can get insurance through their employers.

4. President Barack Obama grilled on failed immigration promise, consulate attacks

Marc Caputo and Patricia Mazzei reported in the Tampa Bay Times that President Obama was asked hard questions about immigration when he appeared on a Univision show. Though many Hispanics have expressed satisfaction with his immigration policies, some believe his changes have not done enough.

The questions on the show also mentioned the attack on a US consulate on September 11, where there is some confusion as to whether it was planned by a terrorist group or a country.

5. Program flying migrants back to Mexico suspended

Since 2004, the US government has been flying illegal immigrants home after being caught at the border in Arizona. But according to an article on TucsonCitizen.com, Mexico is no longer agreeing to the program because the US has recently decided to allow immigrants with criminal convictions to take the plane ride home, often sharing the plane with families that include women and children.

The US made this decision because there have been so few immigrants taking the plane home lately that the program was too costly to continue, since many planes were nearly empty. Mexican officials claim the change is unsafe for families caught crossing the border and are working on an alternative.

1: UCLA fans need to erase that easy "W" they had penciled in for the Sept. 29 game at Colorado. What looked like a picnic at Pikes Peak should be filled with some trepidation now that UCLA is the team coming in after a loss and Colorado is the team coming in after a win.

2: The Big Ten, which has been sliding from national relevancy since No.1 Ohio State and No.2 Michigan met in 2006, could use a pick-me-up showdown after last weekend's poor group effort. The best we can offer is Ohio State at Michigan State.

3: You do not want to be the Towson Tigers heading into Baton Rouge a week after Louisiana State's Tigers struggled to extract a two-point road win against Auburn's Tigers. The real story here, though, is why there are so many teams nicknamed "Tigers."

4: Texas had the weekend off to enjoy rival Oklahoma's shocking loss in Norman to Kansas State, but Mack Brown's Longhorns can't get caught overlooking this week's trip to Oklahoma State. Mike Gundy's Cowboys had a bye week, too.

5: The SEC team to start paying attention to is Georgia, which is 4-0 after Saturday's dismantling of Vanderbilt. The Bulldogs are averaging 47.5 points per game and host Tennessee next weekend in an important East Division matchup.
